I might have a way. I have utmt (utmt allows you to edit data.win files) and i have been trying to remove all references to online. Its kinda hard tho because of all of the code that it has. However, i think i might be able to do it!

No (womp womp) PT : CU is compiled in YYC, which means i can edit the data however it cannot and will not save.
But there might be a mod tool similiar to utmt that supports YYC games
